On April 30, 2026, President Ochi of Hiroshima University(HU) visited the Ministry of Higher Education and Scientific Research in Cairo, Arab Republic of Egypt, and paid a courtesy visit to H.E. Abdelaziz Konsowa, Minister of Higher Education and Scientific Research. The meeting was attended on the Egyptian side by Dr. Ayman Farid, Assistant Minister and Head of the Cultural Affairs and Missions Sector, and Prof. Mohamed Diaa Zain El-Abedeen, President of Ain Shams University. Representing HU, Executive Vice President for Global Initiatives Shinji Kaneko also attended the meeting.

At the beginning of the courtesy visit, President Ochi delivered remarks at the Supreme Council of Universities, a gathering attended by the presidents of 28 national universities across Egypt.

During the meeting, the participants exchanged views broadly on strengthening cooperation between Egypt and Japan in the field of higher education. Minister Konsowa expressed his view that collaboration with HU represents an advanced model of international cooperation in higher education in Egypt, particularly as an important international partnership in the field of advanced science and technology.

The Minister also highly commended the agreement on international educational cooperation with the Ministry of Higher Education and Scientific Research of the Arab Republic of Egypt and the agreement for the implementation of a master's double degree program with Egypt-Japan University of Science and Technology(E-JUST), both concluded on April 28, 2026. Furthermore, he emphasized the importance of developing highly skilled human resources in semiconductor technology, engineering, and advanced science and applied fields, and expressed his expectations for this collaboration as part of Egypt’s national strategy to cultivate highly specialized talent with regional and international competitiveness.

 

The meeting also included discussions on the possibility of establishing Centers of Research Excellence between HU and universities in Egypt. Minister Konsowa expressed strong expectations for the introduction of advanced technologies and the enhancement of educational programs through collaboration with Japan. He also outlined Egypt's policy of promoting the internationalization of higher education, strengthening collaboration among education, research, and industry, and advancing innovation and entrepreneurship ecosystems within universities and research institutions.

In response, President Ochi expressed his appreciation for the progress in educational and research cooperation between Japan and Egypt. He also noted that HU has established strong collaborative relationships with several Egyptian universities and indicated his intention to further expand these partnerships in the future.
President Ochi also exchanged views with the President of Ain Shams University on potential collaboration through teacher training projects in Egypt, and confirmed their intention to further advance cooperation in the future.

Finally, both sides agreed to continue close coordination and collaboration toward the steady implementation of the agreements already concluded. It is expected that the strategic partnership between Egypt and Japan in the field of higher education will continue to deepen further in the future.
