On April 28, 2026, a signing ceremony for a trilateral agreement on the implementation of a pilot program for Egyptian primary school teachers was held in Cairo, Egypt, between Hiroshima University (HU), the Ministry of Education and Technical Education of the Arab Republic of Egypt, and SPRIX Inc.
The ceremony was attended by the signatories: H.E. Mohamed Abdel Latif, Minister of Education and Technical Education; Hiroyuki Tsuneishi, President and Representative Director of SPRIX Inc.; and HU President Mitsuo Ochi. Also in attendance were H.E. Abdelaziz Konsowa, Minister of Higher Education and Scientific Research; H.E. Khaled Abdel Ghaffar, Minister of Health and Population; H.E. Gohar Nabil, Minister of Youth and Sports; and H.E. Fumio Iwai, Ambassador Extraordinary and Plenipotentiary of Japan to Egypt, along with numerous Egyptian government officials, including former Minister of Higher Education and Scientific Research Hany Helal and former Minister of Antiquities Mamdouh Eldamaty. Representing HU, Executive Vice President for Global Initiatives Shinji Kaneko and Professor Kazuhiro Kusahara of the Graduate School of Humanities and Social Sciences also attended the ceremony.
The agreement aims to improve the quality of training for primary school teachers (grades 1–6) in Egypt by utilizing insights from the Japanese education system. Through the two-year pilot program, the parties seek to enhance teacher training while establishing a cooperative framework with a view toward the future full-scale implementation of the program throughout Egypt.
Under this collaboration, HU will participate as the academic partner, taking responsibility for the academic design of the program and quality assurance of education, while also providing curricula and teaching materials, as well as conducting classes and instructional guidance. The Ministry of Education and Technical Education of Egypt will oversee the institutional design and administration of the program, while SPRIX Inc. will provide technical support, including digital infrastructure.
At the signing ceremony, Minister of Education and Technical Education Mohamed Abdel Latif stated, “This agreement will serve as an important foundation for advancing educational reform in Egypt and further promoting Japanese-style education.” President Ochi also expressed his aspirations for the initiative, stating, “By leveraging HU’s expertise in education and research, we hope to further develop this initiative with a view toward its future expansion throughout Egypt.” SPRIX President Hiroyuki Tsuneishi commented, “We hope to contribute to improving the quality of education by incorporating perspectives on academic assessment utilizing TOFAS, which our company has developed, into teacher training.”
The origins of HU can be traced back to Hakushima School, established in 1874. The school later developed into institutions such as Hiroshima Higher Normal School, Hiroshima University of Literature and Science, and Hiroshima Normal School, which were responsible for the training of primary and secondary school teachers for more than 70 years. Building upon this long history and tradition, following the establishment of the new HU, the University developed an integrated system centered on the Faculty of Education, the School of Education, the Graduate School of Education, and the Graduate School of Humanities and Social Sciences to cultivate teachers, teacher educators, and researchers in education in a unified manner. HU is the only institution in Japan that serves as an educational hub integrating all three functions.
Through this agreement, HU will build upon the trust and achievements cultivated through its longstanding partnerships and collaborations, and will continue contributing to the further advancement of educational reform and human resource development in Egypt.
